Coping with the increasing
imports/exports and rising to the need of the hour, the Bangalore Customs
decided to computerise the manual process of assessment of Bills of entry, clearing
of shipping bills for export. This gave birth to the EDI (Electronic Data
Inter-change System) wherein all the documents
relating to exports and imports are being processed
on-line. Initially from the 26th February 1998 all the shipping bill except
relating to EPCG, 100% EOU, DEEC, DEPB, Pass Book and all export
cases was introduced in the Indian Customs EDI
System. The Public Notice No.12/98 dated 19.2.98 was
issued indicating to the public, importers,
Custom House Agents about introduction of EDI
for exports and the procedure to be followed by them. The imports were
introduced to the system from 19.11.1998. All the bills of entry are being
processed on-line under the EDI system. At present all types of bills of
entry except the following: viz., Diplomatic goods, Un-accompanied baggage,
Import of goods under export related schemes, e.g., 100% EOUs, EPCG
Scheme, EPZ, STP, EHTP, Duty Exemption
Pass Book Scheme, DEEC Duty
Exemption Certificate and
imports for research purposes are
being processed on the EDI System. The introduction to this into the imports
was brought to the notice of the public agents and the importers by issue of
public notice 112/98 dated 13.11.98 and 113/98 dated 16.11.98. The Electronic
Data Interchange System has tremendous benefits for all concerned. On a daily
average, the Bangalore Customs processes about 200 number of Shipping Bills
and 300 number of Bills of entry on the EDI system. Processing of shipping
bills on the EDI system takes about maximum of 20 minutes and bill of entry
would take 10 minutes. From September 2000, all shipping bills are being
processed on EDI system. The EDI system is being manned by young officers of
Customs headed by the System Manager, equal to the rank of Additional
Commissioner of Customs who raised to solve the problem at any point ably
helped by the officers of NIC and CMC engineers. The biggest benefit accruing
out of EDI is the reduction of physical contact between the Department and
the importers / agents apart from fast processing of documents which reduce
cycle time of clearance. Customs introduced online filing of
Bill of Entry / Shipping Bills in 2002 through its E-Commerce portal www.icegate.gov.in. E- payment of custom duties is also now
available. Currently, customs is in
the process of migrating EDI from the existing ICES Version 1.0 to ICES
Version 1.5, which is running on a single server out of data centre. The country wide network based on MPLS
technology has also been built connecting all officers of Customs, Central
Excise & Service Tax in 1200
buildings in 245 cities. Risk
Management System (RMS) was also introduced in Bangalore Customs in August
2006. |
